Adopt, publicly and as a matter of course, the two disciplines that decide whether any energy claim in section 2 means anything. First: a fusion concept that cannot produce measurable deuterium-deuterium neutrons from the plasma or the target — rather than from stray ions hitting the vessel wall — is not doing fusion. Second: every excess-heat claim is a calorimetry claim first, and there is a named, published way for a calorimeter to report heat that is not there. A field that adopts both gets taken seriously; a field that does not, does not.

Why the library suggests it
Daniel Jassby, after twenty-five years at the Princeton Plasma Physics Laboratory, writes down twelve rules he believes seventy years of fusion research have demonstrated — the next machine costs three to five times its estimate, every device draws enormous electrical power for its cryogenics and vacuum, less than a tenth of injected tritium is burned, proponents rarely concede a concept has failed — and his sharpest test is the neutron one (Twelve Axioms of Fusion Energy R&D, 2020). Kirk Shanahan writes the calorimetry failure mode in a single equation: if the true calibration drifts a little from run to run while one global line is applied to all of them, the leftover is not zero even when nothing new is making heat, and a three per cent difference in calibration slope gives about three per cent apparent excess, which at twenty watts input is six hundred milliwatts (A systematic error in mass flow calorimetry demonstrated, 2002). The answer to that objection is not argument but architecture: three mass-flow calorimeters in series on a single water line — around the pulse generator, around the impedance-matching termination, around the reactor — so every watt drawn from the supply is either collected as heat or located in a named loss, with calibration against a non-reactive coating returning essentially all of the electrical input (Total Calorimetry "From the Wall" in a Brillouin Reactor, 2025).
The experiment or build
Build the three-calorimeter series loop and publish it as a reference design that other laboratories can copy — dimensions, flow rates, sensor placement, calibration procedure. Then run the calibration-drift test explicitly: deliberately introduce a known slope drift and show what apparent excess it manufactures on your own instrument. The settling measurement is the total energy balance from the wall, with every loss located, plus a published figure showing the apparent excess your own calorimeter reports when a known calibration drift is injected. An instrument whose failure mode has been measured and published is an instrument whose successes can be believed.
