Edmund Storms identifies where low-energy nuclear reactions take place by ruling out alternatives and finding the one environment shared by every successful method. He proposes that this Nuclear Active Environment is not the lattice itself but cracks or gaps of a critical size, formed by stress relief. Inside them, a resonance process sheds the energy as X-rays through a laser-like mechanism. In the same environment deuterium forms by p + p + e fusion, tritium by d + p + e, and helium by d + d + e followed by beta emission. The model yields many testable predictions and could test the Standard Model of nuclear interaction.
